FIRST UNIVERSAL CONSTITUTION

PROPOSAL

Preamble

Humanity, the cradle of cultures and civilizations, has evolved over time. This evolution, however, has not served to achieve a level of civilization that allows us to meet the needs of all.
The precariousness in which much of humanity lives, inequality, injustice, exploitation, plundering, pollution, global warming and the lack of consideration and respect for the natural environment that surrounds us, reveal the inefficiency And the destructive drift of our political, social, and economic models.
For all this, the citizens of the world, women and men, free and conscious, manifest through this initiative “First Universal Constitution”, their desire and will to create a new world based on ecology, mutual collaboration, equity, justice, Equality, freedom and fraternity.

THE INSTITUTIONS

1.The People’s Assembly

The assembly of the people at all levels; Local, provincial, national, continental and world-wide, are made up of the Executive Branch and the Legislative Branch.The Executive Branch constitutes 20% of the Assembly and the Legislative Power 80%.

2.Election of representatives of the people

  • 1. The members of the executive power will be chosen by means of a contest call-Oppositions.
  • 2. The members of the legislative power will be chosen by lot among the citizens registered in the electoral census.

12.Share of wealth

13.Distribution of heritage and income

The goods and services, fruit of the work and the wealth produced by all, will be distributed in a fair and equitable way according to three levels of Patrimony and Income. These three levels are:
A) Equity and Minimum Income. B) Patrimony and Average Rent. C) Equity and Maximum Income.

14.Heritage and minimum income

Every person, family or union between persons will have, from birth and for life, a Heritage and Minimum Income that will allow you to live in complete freedom and dignity.
Housing, clothing, food, personal belongings, services, education, health, leisure and other fundamental necessities, will be an indispensable, unconditional and inescapable part of the heritage and the Minimum Income of each person.

15.Heritage and average income

17.Distribution of goods and services

19.Abolition

MISSION AND VISION
