GENERAL CONSIDERATIONS

Institutions manage and the people governs

It is the sole and inescapable task and responsibility of institutions at all levels to organize and organize the economy and society. To fulfill this mandate, and no other, have been elected and selected as representatives of the people.
In no case, the organization of society and the economy will be relegated or entrusted to the free will of citizens in the so-called “free market”, because the inefficiency, disorder and chaos that this causes has disastrous consequences on the social fabric The ecological and environmental balance that surrounds us.
The institutions, at all levels, by direct mandate of the people, people chosen and selected for their abilities and knowledge are responsible and responsible for fulfilling and carrying out this task.
Likewise, the “planned economy” carried out by socialist or communist dictatorships has distorted and deviates the principle of “People’s Democracy, for the people and for the people.”
The disastrous consequences of both systems are driving society, humanity and planet earth to the brink of collapse.
All this makes clear the imperative, inescapable and unforeseeable need for a political, economic and social transformation, putting the needs of people, society and the respect and care that the environment deserves, above all other interests.
From this need and the way to achieve this speaks to us this “First Universal Constitution”.

End of partisanship

The election of the institutional powers by means of contest call – Opposition and by lottery among the citizens registered in the electoral census annuls partisanship and political parties. There will be no ideologies of right or left. There will be no communism or capitalism. Demagoguery, as a method to influence the citizen and achieve power, nepotism, partisanship, corruption, clientelism and, finally, the appointment of the public offices by finger, will be eradicated forever.

Objectivity and impartiality

Members of the People’s Assembly at all levels, local, provincial, national, continental and world-wide, will abstain from politics or profess a religion. They are impartial and non-denominational so that their decisions can not be affected by any kind of partisanship, ideology or religious conviction.
If instead of competing in a wild and uncontrolled economy, we collaborate in the production and maintenance of goods and services, we would achieve savings of 80% in time, energy, natural resources and human resources.
This savings will allow us to spend more time caring for our families, our children, personal development and the possibility of living a full life, free of fears and shortcomings.
In the unconditional right to work and the unconditional right to a Minimum Income, the human being will have covered their most basic necessities, reason why it will rise above the useless and unnecessary suffering.
If we add to the fair and equitable distribution of labor the benefits of the growing technology, automation and scientific advances, we will discover that a work week of 20 h. Is more than enough to cover all the needs that include the Patrimony and the Minimum, Average and Maximum Income.
Possibly the savings we get is only 60%. In both cases, this saving is fundamental to preserve the planet and to offer our children, children of our children and future generations a world in which to live and in which peace, well-being, justice, equity, Freedom, equality and fraternity.
No more precariousness. No more sterile and unnecessary suffering. No more Tears.
